Red pushes the queen's pawn two squares. This does not weaken the position as much as h4, since the pawn is supported by the queen and Red may follow up with moves like Bg2, Qg2 or Nf3.

Blue's responses

If Red opens with the queen's pawn, Blue usually replies with c8 to develop the queen and dark-squared bishop.
